BRUSSELS – The European Investment Bank (EIB) has signed a €100 million financing package to support a vast modernization program for the Elisabeth-TweeSteden (ETZ) hospital group in Tilburg, the Netherlands. An additional amount of 15 million euros is provided by the Dutch bank BNG.
The total of €115 million in funds will enable ETZ to completely upgrade its existing Sainte-Élisabeth hospital site in two major phases spanning from 2024 to 2031.
“This agreement is crucial for the realization of this new construction project. The funding obtained allows us to start on time, so that the project can be delivered during 2026,” said Gerard van Berlo, ETZ board member. “We appreciate the care and professionalism demonstrated by BEI and BNG in reaching these agreements. We are therefore convinced that with the EIB and the BNG, we have reliable and valuable partners at our side.
The first phase includes construction of a new acute care center housing the emergency department, intensive care, a helicopter landing pad and more. The second phase will add additional hospital beds, operating rooms, radiology, nuclear medicine, parking and other facilities.
EIB Vice-President Robert de Groot highlighted the bank’s aim: to finance projects that improve lives. “The EIB’s mission is to improve people’s lives by providing long-term financing on favorable conditions. This project with ETZ is a clear example,” he said.

ETZ has set ambitious sustainability targets, committing to reducing CO2 emissions by 50% by 2030 and 95% by 2050 compared to a 2010 baseline. The new facilities will reduce consumption energy well below legal minimums thanks to measures such as eliminating gas heating, adding LED lighting, improving insulation and collecting rainwater.
